Why Do HSAs Exist?

Congress created Health Savings Accounts (HSA) in order to incentivize consumers to take more financial responsibility for their health care costs. While HDHPs require consumers to have a high deductible, the lower premiums, an out-of-pocket cap and tax advantaged savings often result in lower health care costs for consumers.
